The normal boot time for Windows 8.1 is around 10 to 15 seconds to boot up to the login screen and another 5 to load everything up after login. In safe mode, it booted up in well under 10 seconds. So i tried the clean boot. Which included disabling all services other then the ones from microsoft and all startup programs.
