When you dilute cocaine (which is what cutting is) you need the cocaine to still smell, feel, and taste like regular cocaine, or else nobody will buy it. So you gotta use specific white powders. In fact, there are a lot of body building supplements that are either illegal (by state) or illegal to sell or advertise in certain manners because they are so great for diluting cocaine - or heroin, or whatever powdery drug you want to dilute.

The US-CDC reported that levamisole was being used as an adulterant in cocaine in 2009, with cases going back to 2008. Since that time Levamisole has been found in up to 70% of seized cocaine samples, suggesting that it is being 'cut in' near source in the supply chain. I have seen serious side effects from levamisole in the emergency department since 2009. The most serious complications of this are neutropenia (low white blood cells) and vasculitis. I have seen several cases of overwhelming sepsis(systemic infection) in patients with neutropenia on par with post chemotherapy patients.
I have seen 2 cases of vasculitis and necrosis of the gums, and a case of necrosis of the pinnae (ear). Although there are some comments on here to the effect of 'haha now cocaine isn't safe!' I will tell you that as an emerg doc I routinely see young people who think that cocaine is safe as long as they only use it as a party drug. However, one gentleman with necrotizing gingivitis insisted that he was using nasal cocaine only. I have no idea if this was true.
Cocaine users seem to have an internal hierarchy; nasal users are better than smokers are better than IV users. So maybe he was telling us that for personal reasons. Interestingly this same fellow had a second case of necrotizing gingivitis 2 months later and at that time he claimed that there must be cocaine in his marijuana as that was the only drug he was using.
The relative local economic values of marijuana and cocaine, however, mean that using cocaine as an undeclared adulterant in marijuana would be very unlikely. So take it for what it's worth.

I am unsure about buccal or transdermal absorption of levamisole. One of the more interesting theories about why skin necrosis and vasculitis happens is that levamisole inhibits norepinepherine uptake, and that this combined with the potent vasoconstrictive properties of cocaine result in areas of tissue bed ischemia and necrosis. So if there is transdermal/buccal absorption this is an interesting possibility.
